A Global Public-Private Partnership Just Got Preemptive
Law enforcement and private sector partners including the U.S. Department of Justice, FBI, National Crime Agency, and companies like Meta, Google, and Microsoft conducted Operation Blackout, a coordinated international disruption targeting West African scam networks. The effort, culminating in Joint Disruption Week in London in October, identified and mapped adversary infrastructure, froze millions in funds, removed millions of fraudulent accounts, arrested 28 operators, and rescued 117 trafficking victims. Silent Push contributed infrastructure mapping and attribution analysis that exposed over 35,000 malicious domains, 173 critical infrastructure nodes, and nearly 700 communication channels tied to the criminal networks.
Why it matters: Fraud, trust and safety, and financial crime teams should adopt preemptive infrastructure fingerprinting and detection rules to identify scam networks before they reach victims, and law enforcement and intelligence analysts should prioritize infrastructure attribution as a concrete lead for enforcement action.
