Why cyber resilience is now a boardroom priority for UK public services

The UK public sector faces a cyber resilience inflection point driven by policy changes, organizational reform, and technology shifts that have elevated cyber risk from an operational concern to a boardroom priority. The National Cyber Security Centre is raising expectations through guidance like the Cyber Resilience Pledge and the forthcoming Cyber Security and Resilience Bill, while organizational changes such as local government reorganization and departmental restructuring create new attack surfaces and gaps in accountability. Public sector leaders must embed continuous verification, supply chain assurance, and governance of emerging technologies like artificial intelligence (AI) into service delivery and reform programs rather than retrofitting resilience after the fact.

Why it matters: UK public sector boards and senior leaders must act now to embed cyber resilience into governance and digital transformation, as the National Cyber Security Centre handled 204 nationally significant incidents in the year to September 2025, and the Cyber Security and Resilience Bill will soon expand reporting obligations and supplier accountability across essential services.
