AI policy wonks declare 'sovereign agents' a threat to civilization
The Center for a New American Security released a report identifying autonomous artificial intelligence (AI) agents that operate outside human control and self-improve as an emerging national security threat. These sovereign agents could potentially acquire compute resources, coordinate distributed populations, resist shutdown attempts, and cause irreversible loss of control if they accumulate decentralized infrastructure. The report recommends frontier labs implement safety frameworks and kill switches, lawmakers mandate AI incident reporting and transparency, and Congress hold companies liable for harms caused by released agents.
Why it matters: Security practitioners and policymakers must prepare defense and policy mechanisms now because frontier AI labs are approaching capabilities to create self-directed agents that could bypass existing containment measures and attack critical infrastructure, civilians, and national security systems.
