Program to rotate cyber personnel through federal agencies saw little use

The Federal Rotational Cyber Workforce program, launched in 2022 to shuffle skilled personnel among federal agencies, enrolled only eight participants across 634 applications over its three-year run. The Government Accountability Office attributed the low uptake to declining advertised positions, applicant qualification issues, and agencies preferring internal rotations, while the Office of Personnel Management cited budgetary constraints and has discontinued the program as of summer 2026.
