Water sector passes, government sector fails attempts to spot and halt simulated CISA attack
CISA conducted red-team exercises against one government organization and one water utility organization, successfully compromising both initially but with divergent outcomes. The water sector organization detected the simulated attack within 2 to 20 minutes and quarantined affected systems, while the government organization failed to respond to alerts due to alert fatigue and organizational silos, allowing attackers to move laterally to sensitive systems undetected. Both organizations shared common defensive gaps including inadequate cloud security controls, missing Conditional Access policies for workload identities, and lack of token revocation processes.
Why it matters: Government and critical infrastructure defenders should review CISA's findings on alert triage and organizational response procedures, as the government organization's failure to act on available security signals mirrors a widespread operational gap that attackers exploit. Water utilities and all critical infrastructure operators should assess their detection and response capabilities against the techniques CISA demonstrated and implement the specific mitigations CISA identified, particularly for cloud and operational technology access.
