Risky Bulletin: Ukraine's top prosecutor resigns amid scam call center scandal

Ukraine's top prosecutor Ruslan Kravchenko resigned on September 9, 2026, following allegations that staff in his office accepted bribes to shield scam call centers from prosecution. The National Anti-Corruption Bureau arrested a deputy head in the Office of the Prosecutor General and disclosed a scheme in which officials were paid to overlook call centers that defrauded Ukrainians and foreigners through fake investment platforms.

Why it matters: Organizations handling cross-border payments, investment platforms, and financial services operating in Eastern Europe need to assess exposure to fraud originating from Ukrainian call centers and monitor regulatory enforcement capacity in the country.
