INL develops TOPGEAR to identify organizational influence risks across physical and digital infrastructure

Idaho National Laboratory developed TOPGEAR, a tool that maps relationships among organizations, people, and infrastructure assets to identify foreign influence risks in U.S. critical infrastructure through investments, acquisitions, and board appointments. The platform continuously collects data from public filings and other sources to trace how individuals or organizations could affect specific assets like substations or data centers. State energy offices are already using TOPGEAR, and the Department of Energy and Department of Homeland Security are supporting its deployment and technical assistance efforts.

Why it matters: Critical infrastructure operators and government officials need visibility into foreign business influence over energy systems and other essential services, as traditional cybersecurity defenses do not address acquisition, investment, or board-level control risks that can shift operational leverage.
